Joseph Harvey leads HarVolt Engineering as our Managing Director, providing specialist electrical safety and HV/LV operational support across offshore wind, transmission and grid-connected assets. His experience is grounded in frontline operational delivery, senior authorisation roles and the practical development of electrical safety frameworks for complex, high-risk environments.

Joseph has held senior roles with SSE Renewables, National Grid Electricity Transmission, Equinor and Baltic Power, working across 400 kV AC and 320 kV DC systems through construction, commissioning and O&M.

Specific areas of experience include:

• Author for the SSE Renewables Operational Safety Rules (OSRs) 2025, including supporting procedures and implementation guidance
• Development and implementation of Wind Electrical Safety Rules (WESR) 2.0 for Baltic Power
• Lead Senior Authorised Person on Dogger Bank Wind Farm, with responsibility for HV/LV Safety from the System during offshore commissioning
• Day-to-day management, mentoring and assessment of SAPs and Control Engineers, including acting as Trainer, Assessor and Authorisation Officer
• Planning and execution of complex HVAC/HVDC switching, energisation stages and outage programmes
• Control Room Manager (Construction) and Local Nominated Representative duties under Equinor Renewable Electrical Safety Rules
• Operational audits, readiness reviews and compliance assessments across offshore and onshore assets
• Incident investigation and post-event learning, including TapRooT-based analysis
• Fault response and abnormal system condition support, including restoration planning and system resilience review
• Interface management between commissioning teams, O&M organisations and marine contractors
